If that were to happen, it would have to depend on how close the provider's samples could match the original product.
However, a company replacing a voice provider for the same library is unlikely enough on its own- but the replacement provider's samples sounding close enough to the original product to pass off as the same vocaloid? That would be even more unlikely.
And even if it were to happen, there's the issue of planned voicebanks. SeeU's voice provider was a member of an upcoming K-pop group. Often these singers have to learn multiple languages, so if the company went for a voice actor- who would have a better chance of being able to mimic the original sound- then they might have to abandon projects based on linguistic capabilites of the voice provider (or maybe they could try to pull a cypton and make libraries for languages that the voice providers aren't very proficient with at all).
If they went for another K-pop singer and stick with their current voicebank plans of Korean/Japanese/English, then of course the likelyhood of their samples sounding close to Dahee's is so incredibly small that one might count it as impossible.
tl;dr - Very unlikely, there are too many factors that simply don't have much of a chance of working out for the company.
Sure, if they were somehow able to, great. But as I said, the chances of it actually happening are too small.

I would like to add in the case of Yuki, the samples needed are basically "growl" and thats something like 1 or 2 samples. In ther words it won't impact the vocal at all greatly. In this case they have no choice because the provider is in mid or highschool and cannot be used at all.
Its possible to update V2 Japanese vocaloids to V3 without re-recording, as in the case of internet co., Ltd vocaloids. The trouble with getting a provider that "sounds alike" to the provider is that once you put the samples into vocaloid there is a chance that the resulting vocal for vocaloid doesn't sound alike; despite the provider's sounding alike. Vocaloid changes the vocal once its imported into the software. Take note most vocaloids have layers of sound. If you take, for instance, Lily V2 has a layer of sound that is off, giving Lily a higher pitch then her V3 vocal gives. Her V3 vocal is basically a "fix" of the V2 vocal (which they updated to a V3 also because some do like the old vocals sound).
So its not so simple as one may think. And even if you mesh-mass two vocal provider, if you example Sonika you hear the other issue. SeeU's original samples are of poor quality, so there is a problem with recording newer samples and that if their better quality you get mixed results and a lack of stability like Sonika (which can switch between muffed and clear without warning at times). then there is the case of if the tone isn't right, the music its used for won't come out right...And lastly... SeeU's provider gets a % of every SeeU sales. If you use another provider you have two vocalists to pay out to every sale.
As others have said, licensing fees make reusing the SeeU name expensive and therefore reusing the name for SeeU is also costly. This is why Zero-G doesn't update Leon and Lola and any of their other voclaoids. PowerFX would if they could afford it. The likes of Crypton and Internet can update because their vocaloids have been profitable, as has Ia. Ah software is also updating out of lack of choice due to Windows 10, as they should no interest in updating V2's in the V3 era and even sold their V2's with the V3 software.
SeeU didn't particularly sell well as a vocaloid, so why take the risk? If it was feasible, then we'd have English SeeU easy enough already and it wouldn't be on perma-hold.
