The software ? Yes.
The character ? No official age.
The only thing for Vocaloids (That I know of) age wise really is just whatever your imagination takes you to.
The most popular ones honestly are like...
I think Kaito, Luka, and Meiko being the oldest three, then making Miku younger, and Rin and Len the youngest. I think Rin is supposed to be a slight bit older than Len, as in a few songs.
But again, none have specific ages.
Actually if we're talking about the Crypton Vocaloids then they do have official ages. Miku is 16, the Kagamines are 14, and Luka is 20. Kaito and Meiko do not have defined ages, but they were originally conceptualized as being middle aged.

@Scintillarescenza, Meiko and Kaito were Yamaha vocals, so their conception is different to the Character Vocal Series by Crypton. Their just professional voices. The whole middle aged thing is just how CFM likes to show them in some mediums.
@OP, Less then half the vocaloids have ages, and a few don't even have official avatars. Saying Kaito as a character, is 1 years old is not more wrong then 1000 years old. That is all you need to know. ;-)
Producers may sometimes portray the Vocaloids in any age. From the looks of it, Miku, KAITO, and MEIKO look like average teenagers. Len and Rin honestly look like 12 year olds.
